The quality index is calculated based on the following steps:-
For each measure, a provider is rated as above average, average or below average compared to other providers. Statistical testing is used for measures that are based on samples. For full-population measures, K-means clustering, some adjustments, is used to stratify performance.

Measures are grouped into similar quality clusters (e.g., Care and Communication).

For each cluster, the percentages of measures that are above average, average or below average are determined (i.e. 50 percent measures above average, 40 percent measures at average, and 10 percent below average).

These percentages are converted into numeric scores using the following values: -1.00 for below average, 0.50 for average and 1.00 for above average. These scores are summed for each quality cluster. For each cluster, a star rating is assigned based on this score.

Finally, the overall quality rating is calculated based on a weighted average of each quality cluster. A star rating, representing overall quality, is assigned based on this weighted average. (Information on weighting is available under the tab for each provider type).
