Quality Ratings Detail
The quality index is calculated based on the following steps:
  1. For each measure, a provider is rated as above threshold, at threshold or below threshold compared to other providers. Statistical testing is used for measures that are based on samples. For full-population measures, K-means clustering, some adjustments, is used to stratify performance.

  2. Measures are grouped into similar quality clusters (e.g., Care and Communication).

  3. For each cluster, the percentages of measures that are above threshold, at threshold or below threshold are determined (i.e. 50 percent measures above threshold, 40 percent measures at threshold, and 10 percent below threshold).

  4. These percentages are converted into numeric scores using the following values: -1.00 for below threshold, 0.50 at threshold and 1.00 for above threshold. These scores are summed for each quality cluster. For each cluster, a star rating is assigned based on this score.

  5. Finally, the overall quality rating is calculated based on a weighted average of each quality cluster. A star rating, representing overall quality, is assigned based on this weighted average.
