New Three for Free Plan Delivers More

Help your clients take that first step toward cost sharing and consumer engagement with our innovative new Three for Free Plan — it’s so simple it’s smart. With price point comparable to an HSA, this plan is a great dual-option offering for your clients. Plus, the Three for Free Plan looks and feels like an HRA – only better. Employers have no administration details to take care of and HealthPartners will “fund” each family member’s virtual bank account with three free office or urgent care visits.  In addition, members will enjoy 100% preventive coverage and standard pharmacy copays of $12/ $35/$50.

For your Minnesota clients, there are three plans to choose from – all with a $500 deductible and a $3000 out-of-pocket maximum. The plans vary only in terms of co-insurance options – 75%, 60% or 50%. In Wisconsin, employers also have three plans to choose from with a $1000 deductible and coinsurance of 75%, 60% or 50%.  Out-of-pocket maximums in Wisconsin vary by plan.  For groups with more than 100 employees, customized deductible and coinsurance amounts are available.

Legislative Updates

Are you and your clients aware of the recent legislative changes that are going into effect in the next six months? Here’s what you need to know:

Dependents to Age 25: Dependents through age 24 are now covered regardless of their student status. "Dependent" means a spouse or unmarried child under the age of 25. This change may have a significant impact on your clients and we are looking at a variety of strategies address this government imposed change. Effective January 1, 2008.

Colorectal Screening: Mandated coverage for colon cancer screening. HealthPartners already covers colon cancer screening under our preventive care benefit so there is no price or member impact due to this legislation. Effective August 1, 2007.

Hearing Aids: A mandate to cover hearing aids for children through age 18. HealthPartners already covers hearing aids for children if the hearing loss is due to a functional congenital malformation of the ears (this covers the majority of cases). The legislation mandates coverage for hearing aids regardless if the hearing loss is due to a congenital malformation of the ears or not. We predict minimal cost or member impact due to this legislation. Effective August 1, 2007.

Minnesota Small Group Changes for July

As you prepare for July business, here’s what you need to know about our small group product portfolio:

  • More high deductible/high copay plans.  We’ve added a $2000–$35 plan and a $2500–$35 option, both with a $3,000 out-of-pocket maximum.
  • New HSA products. Now you can offer your clients more HSA options including both embedded and non-embedded options. Plus, HealthPartners offers the lowest deductible available in the market.
    • Added a new embedded $2700-80% HSA plan
    • Replaced the $1200 deductible plans with $1100 deductible plans – the deductible will automatically adjust annually according to IRS regulations
  • Specialty pharmacy. All prescriptions for specialty drugs have 80% coinsurance up to a $200 member out-of-pocket monthly maximum per prescription. This new benefit does not apply to HSA plans with 100% coinsurance.
  • Bariatric Surgery. The out-of-network lifetime maximum benefit for bariatric surgery is changing to $5,000 and is being removed from the out-of-network out-of-pocket maximum.
  • Transplants. The out-of-network lifetime maximum benefit for transplants is changing to $25,000 and is being removed from the out-of-network out-of-pocket maximum.

Wisconsin Small Group Changes for July

As you prepare for July business, here’s what’s new for small groups and preferred large groups:

  • New copay differential product. This plan features a $1500 deductible with a $40 copay for primary care and $60 copay for specialty care. The plan’s price point is similar to the $2000-$40 plan.
  • More high deductible/high copay plans.  We’ve added a $2000–$40 plan with a $3,250 out-of-pocket maximum and a $2500–$40 option with $3,750 out-of-pocket maximum.
  • New HSA products. Now you can offer your clients 12 HSA options including both embedded and non-embedded options. Plus, HealthPartners offers four different deductible levels and the lowest deductible available in the market.
  • Specialty pharmacy. All plans now offer infertility coverage with a $5,000 maximum benefit.
  • Out-of-Pocket Maximums. All OOP maximums increasing by $250
  • Transplants. The out-of-network lifetime maximum benefit for transplants is changing to $25,000.

Off-cycle HSA Penalty Eliminated

At your request, we’ve changed our policy on off-cycle HSAs and the 3% table load. Now, your groups can add an off-cycle HSA without the 3% load. Any other off-cycle product changes will incur a 3% table load.

HSA and HDHP Amounts for 2008

To help employers plan ahead for HDHP plan designs, cost of living adjustment (COLA) figures are now released in June rather than November. One important item to note in these new figures is that the minimum required annual deductibles for HDHPs will remain unchanged in 2008. The annual contribution limits and the maximum out-of-pocket limits will be raised. The 2007 amounts and the changes for 2008 are as follows:
