Three for Free Plan Is A Hit
More and more of your clients are taking that first step toward cost sharing and consumer engagement with our innovative Three for Free Plan. With price point comparable to an HSA, this plan is a great dual-option offering for your clients. Plus, the Three for Free Plan looks and feels like an HRA – only better. Employers have no administration details to take care of and HealthPartners will “fund” each family member’s virtual bank account with three free office or urgent care visits. Members also receive 100% preventive coverage and standard pharmacy copays of $12/$35/$50.
We’re seeing some interesting Three for Free sales trends.
First, unlike HSA adoption, where offering a higher priced traditional plan alongside an HSA plan dramatically increases HSA participation, it doesn’t seem to matter what product is being offered next to the Three for Free Plan. Adoption rates vary substantially. In addition, we’ve learned that:
Three for Free is offered as a stand-alone option:
- In 60% of small employer sales
- In 40% of middle market / EZ sales
When Three for Free is offered as a dual-option:
- It’s paired with a deductible plan in 80% of cases
- 50% of small employer members select this plan
- 22% of middle market members select this plan
For your Minnesota clients, there are three plans to choose from – all with a $500 deductible and a $3000 out-of-pocket maximum. The plans vary only in terms of co-insurance options – 75%, 60% or 50%. In Wisconsin, employers also have three plans to choose from with a $1000 deductible and coinsurance of 75%, 60% or 50%. Out-of-pocket maximums in Wisconsin vary by plan. For groups with more than 100 employees, customized deductible and coinsurance amounts are available. For middle market groups, the 50% and 60% coinsurance options are not available with the Select Choice network due to filing restrictions.
The Three for Free Plan features a variety of benefits to please both your clients and their employees. Talk to your client’s today about the Minnesota Three for Free Plan and the Wisconsin Three for Free Plan.

HealthPartners Pharmacy Vendor Update
Did you know that HealthPartners set the national benchmark in prescription drug management last year according to the eValue8 report? Our clinical pharmacy and formulary services, as well as our prescription drug management programs, were the best in the nation for the second year in a row.
As we move forward into 2008, we’ll be making a minor change to our network and pharmacy claims processing services. Next year, these services will be performed by MedImpact, a national provider of pharmacy services with 27 million members.
There will be virtually no change for your clients or their employees – benefits and formularies will remain the same and there will be minimal change to HealthPartners nationwide network. HealthPartners will continue to provide our industry leading clinical pharmacy services, including our physician designed and directed formulary. This partnership takes effect Jan. 1, 2008, for Medicare Part D members and May 1, 2008, for commercial members. New Member ID cards will be issued prior to implementation.

HealthPartners Tops In Member Satisfaction
There’s one sure-fire way to keep your clients’ employees happy – deliver HealthPartners. According to the recent Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey, HealthPartners has the highest overall scores for member satisfaction among health plans in Minnesota! HealthPartners ranked above the national average in five of the eight key areas – the most of any health plan in the state.
The survey asks consumers 40 questions about their experience in key areas such as easy access to care, how well their doctor and nurse listens and how quickly their claims were processed. HealthPartners had scores of 90% or higher in areas including getting care as soon as it was needed and courteous and respectful treatment from HealthPartners customer service. Areas where HealthPartners ranked above the national average include:
- Health plan rating
- Personal doctor rating
- Getting care quickly
- Doctor communication
- Processing claims accurately and quickly
The CAHPS survey is used to accredit health plans and in the U.S. News and World Reports/NCQA America’s Best Health Plans list (www.usnews.com). In 2006, HealthPartners was the only Minnesota health plan to rank in the top 50 nationwide.

Award Winning Behavioral Health Care
Earlier this month, HealthPartners behavioral health case management program received an honorable mention in the 2007 C. Everett Koop National Health Awards. HealthPartners program was recognized for preventing behavioral health crisis that lead to emergency hospitalization for individuals with severe behavioral health conditions including severe depression, bipolar disorder and chemical dependency.
HealthPartners was among only five organizations (two award winners and three honorable mentions) recognized at the 2007 ceremony earlier this month in New Orleans. The C. Everett Koop Awards are given by the Health Project; a non-profit, private-public consortium chaired by C. Everett Koop, M.D., the former U.S. surgeon general. The Koop Health Awards are given each year to worksite, community or provider programs which have soundly documented improved health and decreased medical costs.
HealthPartners created the behavioral health program in 2003 and since then more than 3,000 members have benefited from services. Results in 2006 include:
- Use of outpatient behavioral health services increased seven percent
- Emergency room visits for behavioral health conditions decreased 5%
- Costs for behavioral health decreased 22% or $3 million
- Provider, member satisfaction 90%
