HealthPartners’ members get top-rated service. Our plans receive high ratings from CMS and the National Committee for Quality Assurance (NCQA).
HealthPartners Freedom (Cost) plan received an Overall 5 out of five (5) Star Rating from CMS, and is the only health plan in Minnesota to receive this rating.

Medicare Star Ratings
The Centers for Medicare and Medicaid Services (CMS) rates all health and prescription drug plans each year, based on a plan’s quality and performance. Medicare Star Ratings help you know how well our plan is doing. You can use these Star Ratings to compare our plan's performance to other plans. The two main types of Star Ratings are:
- An Overall Star Rating, which combines all of our plan's scores
- A Summary Star Rating, which focuses on our medical or our prescription drug services
Some of the areas Medicare reviews for these ratings include:
- How our members rate our plan’s services and care
- How well our doctors detect illnesses and keep members healthy
- How well our plan helps members use recommended and safe prescription medications

NCQA Accreditation and Rankings
For the eighth year in a row, HealthPartners Freedom is the top-rated Medicare plan in Minnesota and is also a top-rated plan in Wisconsin with a rating of 5 out of 5, according to the NCQA Medicare Health Insurance Plan Ratings 2016-2017**.

**The National Committee for Quality Assurance (NCQA) is a private, non-profit organization dedicated to improving health care quality. Group Health Plan Inc., offers HealthPartners Freedom, a Medicare plan. NCQA rated more than 338 Medicare health insurance plans based on clinical performance, member satisfaction and NCQA Accreditation. HealthPartners MSHO is a health plan that contracts with both Medicare and the Minnesota Medical Assistance (Medicaid) program to provide benefits of both programs to enrollees. HealthPartners Freedom is a Cost plan with a Medicare contract. Enrollment in HealthPartners depends on contract renewal.
