TCOC toolkit

The Total Cost of Care and Resource Use (TCOC) framework provides a robust, scalable measurement system for both cost and resource use. The TCOC analytical reporting suite supports multiple levels of analysis—which easily and systematically pinpoints savings opportunities at the population, provider, and condition levels. This versatility is what allows TCOC to identify problem areas and to produce actionable results. HealthPartners offers two licensing agreements to external users implementing TCOC in their organizations for SAS users and non-SAS users.


Analytic packages

HealthPartners offers three analytic packages for implementing Total Cost of Care and Resources Use.

TCOC analytic package

  1. Applies TCRRVs™ to claims.
  2. Assigns members to analysis groups (optional).
  3. Applies risk adjustment to TCOC measures and utilization metrics (optional).
  4. Calculates TCOC measures and service category benchmarks. Utilization benchmarks are optional.
  5. Produces TCOC summary report.

Distributed TCOC analytic package

  1. Applies TCRRVs™ to claims.
  2. Assigns members to analysis groups (optional).
  3. Applies risk adjustment to TCOC measures and utilization metrics.
  4. Allows multiple entities to compile and summarize data.
  5. Calculates aggregated TCOC measures and service category benchmarks. Aggregated utilization benchmarks are optional.
  6. Produces aggregated TCOC summary report.

Non-SAS TCRRV™ application

  1. Manual application of TCRRVs™ by place of service.
